What It Takes To Compete In SuperLiga Pakistan

Every club joining SuperLiga Pakistan is expected to meet the same baseline criteria across five areas: sporting, infrastructure, administrative, financial, and conduct.

Section A

Sporting Criteria

CoachingA head coach holding a recognised coaching qualification.
Youth structureAn affiliated youth structure or development pathway, with a designated coordinator.
Local talentA commitment to fielding age-eligible local players over time.
Section B

Infrastructure Criteria

CriterionRequirement
Home groundMeets minimum pitch dimensions and playing-surface standards.
FloodlightingAdequate lighting for evening fixtures.
Changing facilitiesSegregated changing rooms for home team, away team, and match officials.
Spectator capacityA minimum safe spectator capacity, with basic first-aid provision on matchdays.
Safety planA documented matchday safety and stewarding plan.

Administrative & Legal Criteria

Legal registrationRegistered as a legal entity in Pakistan.
Club statutesA documented club constitution or set of statutes on file with the league.
Named officialsA named chairman or president, and a named club secretary.
SafeguardingA designated safeguarding officer for youth players.
Ownership disclosureClear, on-record club ownership and management structure.

Financial Criteria

PayablesNo overdue payables to players, staff, or other clubs.
Financial reportingBasic annual financial reporting submitted to the league.
Funding proofEvidence of funding sufficient to complete a full season.
Contract disclosureTransparent disclosure of player contracts to the league.
FeesTimely settlement of any league-imposed fees or fines.
Section E

Code of Conduct

Article 1 — Purpose and Scope. This Code of Conduct applies to all clubs, officials, players, and staff participating in SuperLiga Pakistan. It sets the minimum standards of behaviour and integrity expected of every participant, in connection with league fixtures and in public conduct that reflects on the league.

Article 2 — Integrity of Competition. No club, official, player, or staff member may participate in, facilitate, or fail to report match-fixing, spot-fixing, or betting-related misconduct. Any approach relating to match-fixing or irregular betting activity must be reported to the league within 48 hours. Participants must not bet on any SuperLiga Pakistan fixture, directly or through a third party.

Article 3 — Conduct Towards Officials, Opponents, and Supporters. Participants must treat match officials, opposing clubs, and supporters with respect at all times. Physical or verbal abuse of match officials, opposing players, or supporters is prohibited and subject to disciplinary sanction. Clubs are responsible for the conduct of their own supporters within their home ground.

Article 4 — Non-Discrimination. SuperLiga Pakistan prohibits discrimination of any kind on the basis of race, ethnicity, religion, gender, or disability. Clubs must maintain a published anti-discrimination policy and provide equal-opportunity access to trials and youth pathways. Discriminatory conduct by players, officials, or supporters is treated as a serious disciplinary matter.

Article 5 — Reporting and Disciplinary Process. Suspected breaches of this Code should be reported in writing to the league's disciplinary committee. The league will investigate reported breaches and may impose sanctions including fines, point deductions, suspension, or expulsion. Clubs and individuals subject to disciplinary action have the right to written notice of the allegation and an opportunity to respond before a sanction is finalised.

Article 6 — Appeals. A club or individual may appeal a disciplinary decision in writing within 14 days of notification. Appeals are reviewed by a panel not involved in the original decision.
